I've only had one sleeved block engine in my life and that was a 350 years
ago and was bulletproof. Cylinder wall was cut for the sleeve but not quite
to the bottom of the cylinder wall and sleeve installed - no way for the
sleeve to exit out the bottom. Don't know if it's still done that way
today. As long as the cylinder wall has the material to remove and install
the sleeve, I see nothing wrong.
Surfacing is where you may run into troubles since, as mentioned before,
it'll probably remove any engine ID stamp and/or partial VIN - thus making
it just 'another 396' block and no way to prove it was the original.
I've heard some shops can deck a block without removing the stamped numbers
and leaving the broach marks. Don't know if that's true or not.
Since you have another block that's serviceable, I'd use it and keep the
original block for a potential buyer. If they then want to repair the
original engine for its 'numbers matching' potential, it's there for them.
