That’s different.  I have kits for 65 through 72 Chevelles as well as a 67
and 69 El Camino kit plus a 74 Corvette.  Of them all, I’ve actually ‘owned’
the 67 Chevelle, 67 El Camino, and 74 Vette.  Just to make sure the phone
number I have listed on my site is correct and there’s still no charge for
the kit, I ordered one for a 69 El Camino not 2-3 weeks ago.  Hmmm


 

That indicates to me they must have some way of verifying at least some VINs
if they can come back with a registered owner’s name.  

 

Do you live in Michigan by chance?  Maybe they can check Michigan records
since they’re located there.  Very interesting indeed.

When I called about my resto kit for my 71' Chevelle I gave her my VIN
number and she said....this car is owned by blank, blank Samuels? Which
actually my husband bought it and had thought put it in my name. So that was
a mistake but it is registered in my name as far as for the tags and title
in my state as owner.
