They are generally easy to fix. Basically, you open it up, clean the  
points with a nail file (they look like the points you see in a  
distributor but smaller), and spray some lightweight lube like TAL-5  
on the springs & gears, being careful not to get it on the points.

You can tighten the spring manually and see if it runs. When it's  
hooked up to 12VDC, the points close as the spring releases tension.  
When the points touch they spring open and the process starts again.

I have heard of cases where the spring was stretched and needed to be  
cut back or the spring was broken or points so corroded that they  
couldn't be cleaned up, but I have fixed several of these clocks and  
never had any of those problems.
