Unfortunately you should not have taken the heads off. You should have  
tried draining a pint of oil and replacing it with a high-detergent  
oil (like Marvel Mystery Oil or transmission fluid) for 100 miles or  
so and then changing the oil and adjusting the valves. You probably  
could have gotten the tap out and you would have been driving again in  
no time.

What makes you thing it's a worn cam rather than a bad lifter?

Even if it is a worn cam, why would you have the block machined? You  
have to take the intake manifold off to replace the cam and/or  
lifters, not the heads.

Sorry, but none of what you wrote makes a whole lot of sense to me. I  
don't know the whole story but it sounds like you made things go from  
bad to worse.
