Not saying it doesn't but not entirely. The holes are used to allow a small
amount of coolant to circulate (especially if bypass hose is removed) until
the stat opens.  I've heard 2 or 3 1/16" holes will do the trick but I'd
rather run the bypass hose and not have to mess with the 'stat myself.  :*)

 If you drill holes in the thermostat you defeat the thermostats purpose.
