Take off the Holley a put a Q-jet on it, that will fix the problem :-).  You need to loosen the nut on top of the bowl and turn the float screw clockwise to lower the float.  It also may have too tight of a spring in the secondaries not allowing the butterflies to close all the way.

  i was so excited to drive my car with the new engine for the first time today, i thought every thing was ready-
  i warmed it up then revved it a couple times to about 4500 rpm.
  i got out and looked and the car started running rough, the secondaries were dripping fuel!!!!! what is wrong?? i shut it off and the secondaries kept dripping for awhile, then finally stopped.
  it has a holley 600 or 650, vacume secondaries, single pump carb -- 355 engine
  please help!!!!!! i took the sight plug out of the side and some fuel ran out- is my secondary float out of adjustment?? if this is the problem please give me a detailed directions how to adjust it- which way do i turn the screw? do i loosen the nut first??or ???, i am a little slow : ) 
  thanks for the help, what a downer, i was sooooooooo excited it runs so cool i was peeing myself all day just waiting to drive tonight
