The pros use acid and an industrial floor waxer/polisher with an 
abrasive brillo type pad to etch the concrete prior to epoxy.  That 
was the main reason I paid someone to do it.  I didn't want to mess 
with the acid wash, but it is doable and you could most likely rent 
the machine to etch it.
