Jimmy,
     The guage will show zero in many cases because the regulator, 
pump, or other fuel system components allow bleed back.  Hopefully it 
is not going into your engine..if it is take a look into these:

Might be a piece of debris in the needle/seat but that would affect 
idle/cruising.
Power valve or gasket leak allowing fuel to run into motor
with filter off take a look into the carb after you turn it off.  Can 
you see any fuel running in.
